مقررات جدید نیوزیلند در محدودیت های مرزی برای اتباع خارجی
تغییر در مقررات مرزی
وزارت امور خارجه و تجارت نیوزیلند با صدور یادداشتی تغییرات جدید در تشریفات عبور و مرور مرزی را برای اتباع خارجی تشریح کرد.
بر اساس مفاد این یادداشت، وزیران توسعه اقتصادی و مهاجرت، در 12 ژوئن، اعلام کرده بودند برای کمک به اجتماع خانواده‌ها و همچنین در راستای حمایت از بهبودی شرایط اقتصادی تغییراتی در محدودیت های مرزی اعمال خواهد شد. در این جهت مقامات دولتی در تلاش هستند تا هرچه سریعتر این تغییرات را عملی کنند. تغییرات مربوط به اجتماع خانواده‌ها و کارگران مشاغل اساسی در 18 ژوئن عملیاتی شد و تغییرات مربوط به مرزهای دریایی در اواخر ژوئن به مرحله اجرا درخواهد آمد.
طبق محدودیت اعمال شده در مقررات قبلی، شریک زندگی، والدین یا سرپرست قانونی یک شهروند یا مقیم نیوزیلند تنها با همراهی آن شهروند یا شخص ساکن نیوزیلند می‌تواند وارد کشور شود، اما طبق مقررات جدید که از 18 ژوئن شروع شده، این محدودیت از بین رفته است.
در ارتباط با کارگران مشاغل و خدمات نیز، دایره شمول کارگران اساسی در مقررات جدید گسترده تر شده و طبق موافقت کابینه، علاوه بر کارکنان امور بهداشتی، کارگران کوتاه مدت با مهارت های تخصصی مورد نیاز برای پروژه‌های مهم و همچنین کارگران ماهر بلند مدت در پروژه‌های ملی، مشمول قوانین کارگران اساسی می‌شوند. این کارگران می‌توانند خانواده خود را نیز به همراه داشته باشند. تغییرات ذکر شده از پنجشنبه 18 ژوئن به مرحله اجرا در آمده است. تقاضای تأیید به عنوان کارگر اساسی بر مبنای مقررات جدید باید از سوی کارفرمایان به وزارت کار نیوزیلند ارائه شود و مسئولیت قرنطینه این کارگران نیز بر عهده کارفرمایان خواهد بود. اطلاعات تکمیلی این فرایند در وب سایت مهاجرت نیوزیلند قابل مشاهده است.
همچنین طبق مقررات جدید برای خدمه و مسافران دریایی نیز رفع محدودیت هایی صورت پذیرفته که از اواخر ماه ژوئن به اجرا گذاشته خواهد شد و اطلاعات تکمیلی آن نیز از سوی وزارت خارجه و تجارت نیوزیلند در آینده منتشر می‌گردد.

PROTOCOL NOTICE: COVID-19: CHANGES TO NEW ZEALAND'S BORDER SETTINGS FOR FOREIGN NATIONALS

On 12 June, the Ministers for Economic Development and Immigration announced changes to border restrictions to help reunite families and support economic recovery without increasing the risk of COVID-19. Officials are working to implement these changes as quickly as possible. The changes to entry requirements for partners and other essential workers will be in effect by 18 June, with the maritime changes in place later in June.
Changes to border restrictions for foreign nationals
- Family members of New Zealand citizens and residence class visa holders
o Currently, the partner, parent or legal guardian of a New Zealand citizen or resident can enter New Zealand only when accompanied by that citizen or resident. The new setting removes the need for partners and dependants of NZ citizens and residents to travel together to return home when they have a relationship-based visa or are ordinarily resident in New Zealand. This change will come into effect from 18 June.
o Cabinet has agreed clarifications to the definition of "other essential worker", a term which now denotes those deemed essential for reasons other than the COVID-19 response. In addition to essential health workers, this will now include short term workers with specialist skills required for significant time-critical projects, as well as longer term high income skilled workers on projects of national significance to New Zealand. Applications for 'other essential workers' may also request approval for the worker's partner and dependent children. These changes are expected to come into effect from Thursday, 18 June.
o However, the bar will remain high for granting exceptions under this category.
o A fee to recover the costs of exceptions for "other essentials workers" will be introduced, likely in July.
o People granted a visa (or variation of conditions) under the exception category for essential workers will need to secure a place in managed isolation. The employer, sponsoring agency or individual will be responsible for self-funding their managed isolation. Further advice regarding the process for these arrangements is to come.
o Requests for approval as an 'other essential worker' must be submitted by employers on behalf of the workers they are seeking exceptions for.
o To make a request, employers should initially contact the Ministry of Business, Innovation and Employment by email at employerborderexceptions@mbie.govt.nz . Additional information about the process to apply for an exception for 'other essential workers' can be found on the Immigration New Zealand website.
o A new maritime exception will allow entry to those arriving at the maritime border, where there is a compelling need for the vessel to travel to New Zealand. This may include crew changes, discharge of catch, resupply, vessels being delivered for refit or repair, and responding to emergency or humanitarian situations. Border restrictions will also not apply to replacement cargo ship crew arriving in New Zealand by air and transferring straight to a cargo ship to leave New Zealand.
o The process for these changes is currently being developed, and further advice will be available once these come into effect later in June.
